Eugene Police Department issued the following announcement on June 16.
On June 15, Eugene Police Street Crimes Unit, SWAT, Special Investigations Unit, and Drone Team executed a narcotics-related search warrant at 530 Ruskin Drive.
The primary suspect, Raymond Martin Kennedy, age 37, was observed leaving the location in a Maroon Chevy HHR and subsequently was stopped by EPD SWAT and taken into custody without incident at the intersection of Royal Avenue and Highway 99N. At the completion of the traffic stop, EPD SWAT resources shifted to the residence and completed the second phase of the search warrant at 530 Ruskin Drive.
During the search warrant the following items were seized: More than
- 270 grams of Heroin
- 81 grams Methamphetamine
- 165 grams of counterfeit Oxy 30 Blue Pills (Suspected Fentanyl), approximately 1900 pills
- 2 firearms, one loaded
Kennedy was subsequently lodged at Lane County Jail on the following charges:
- Felon in Possession of a Firearm (2 counts)
- PCS Heroin-Commercial Delivery Offense
- PCS Methamphetamine-Commercial Delivery Offense
- PCS Sch 1 (Counterfeit Oxy 30’s; suspected Fentanyl)- Commercial Delivery Offense

The SCU has been focusing on prolific offenders, who are identified through intelligence-based policing, public tips and other sources. They have been proactively responding across the city to quality of life issues as they arise, using all available resources and partners such as community groups, neighborhood associations and city services. SCU is dedicated to targeting immediate and acute community safety system issues while working toward mission-critical enhancements that need to be addressed through a longer-term and broader community safety initiative. The unit currently consists of a lieutenant, a sergeant and five officers, including one officer with a drug detection K9.
