At 7:42 p.m. on December 5, Eugene Police officers were called to respond to a physical dispute between a man and woman in apartment in the 2000 block of Roosevelt. The woman had left the apartment, but there was probable cause to arrest the man for domestic assault. Initially patrol officers responded to the involved apartment. When officers arrived, the man, Andrew Tyler Strong, age 34, came out, saw officers and then went back inside the apartment. He refused to answer phone calls, but was communicating through the door. An officer negotiated with Strong for quite some times, but he began to escalate and told officers he possessed a semi-automatic rifle. The man involved had in the past threatened to assault/kill officers and their families.
Based on the circumstances, to make the arrest safer for all including Strong, surrounding apartment residents, and officers, EPD called out SWAT, Crisis Negotiation, and Drone Teams. A CENS (community emergency notification system) message was sent out at 9:54 p.m. to people in the area to shelter in place. Strong refused to negotiate after multiple attempts by phone and a hailer.
Strong exited once EPD deployed pepper ball and gas rounds. He was taken into custody safely without further incident and lodged at Lane County Jail around 11:15 p.m. December 5, on a charge of Assault in the Fourth Degree APA (Abuse Prevention Act). Case 22-18316
