By combining city-owned property and federal funds, Homes for Good will be able to move forward with plans to create 80 new units of affordable housing and a new child-care center for local families.
The Eugene City Council and the Eugene-Springfield HOME Consortium Governing Board approved Homes for Good’s plan to build Naval Reserve Apartments and Early Learning Center on the City of Eugene-owned property on 13th Avenue, east of Chambers Street (the site of the former Naval Reserve).
In addition to providing the land for the development, the City approved over $1.1 million in federal HOME funds and $735,000 in local city fee assistance. The total estimated cost of development is $44 million.
The development will include two 4-story buildings with 80 affordable apartments (15 one-bedroom, 49 two-bedroom, and 16 three-bedroom), one on-site manager apartment, and indoor and outdoor gathering spaces. The on-site early learning center would be open for use by the residents and non-residents, and Homes for Good will partner with local early learning partners to provide the childcare services. Construction is planned to begin in 2024.
The homes will be affordable to households earning no more than 50% of area median income (AMI). For a family of four, 50% AMI is household income of around $39,800 a year.
The Naval Reserve Apartments development will contribute to the City’s Housing Implementation Pipeline (HIP) goals. The HIP is the 5-year internal work plan to coordinate current and future resources, goals, and priorities with a systems-thinking approach to housing across the full spectrum from people experiencing homelessness to overall housing supply. Specifically, the project would provide 80 units of Affordable Housing towards the 5-year goal of 500 units, on land contributed by the City.
