Updated: Search warrants lead to police presence on River Road and W. 7th Avenue

UPDATE:

On March 23, Eugene Police Street Crimes Unit, SWAT, Drone Team, and Investigations Division executed a multi-layer search warrant at residences in the 300 block of Ruby Avenue and 1200 block of W. 7th Avenue. Two individuals, Robert Anthony Moore, age 35 (associated with the W. 7th address), and Jessica Bryce Moore, age 45 (associated with the Ruby Avenue residence), had been on SCU's radar for a few months. During the investigation SCU gained sufficient probable cause to apply for a search warrant for both residences. Both Robert and Jessica were identified as suspects in a local drug trafficking organization (DTO).  

 

EPD SCU, SWAT, K9, Drone Team, and detectives split resources between both locations. Jessica was observed leaving her residence in a vehicle around 10:43 a.m. Due to the possible presence of firearms, EPD SWAT initiated a high-risk traffic stop in the parking lot at the Shari's on River Road and deployed a flash sound distraction device. Jessica was taken into custody without incident. Due to swift and decisive action of EPD SWAT and detectives, Jessica was thwarted from completing a narcotics transaction. Three vehicles were associated in the stop resulting in two arrests. SCU applied for and was granted an additional warrant to search the three vehicles. The search of her residence and the vehicles yielded commercial amounts of fentanyl and methamphetamine.

 

At 12:56 p.m. on March 23, EPD SWAT, SCU, K9 and detectives conducted another high-risk stop on a vehicle at an address in the 1200 block of W. 7th Avenue. Robert was the driver of the vehicle and there was a female passenger and a toddler inside the vehicle. Due to the presence of the toddler, no external distraction devices were used. At the conclusion of the stop, Robert was taken into custody. A search of the vehicle and subsequent search of the apartment resulted in the seizure of two firearms and commercial delivery amounts of fentanyl.

 

Items seized as follows: 

Approximately 8,000-10,000 Oxy 30 Blue Pills (fentanyl)

¼ to ½ pound methamphetamine

2 firearms

Approximately $2,500 cash

They proactively respond across the city to quality-of-life issues as they arise, using all available resources and partners such as community groups, neighborhood associations and city services. SCU is dedicated to targeting immediate and acute community safety system issues while working toward mission-critical enhancements that need to be addressed through a longer-term and broader community safety initiative. 


 PREVIOUS INFORMATION

At around 10:43 a.m. today, March 23, Eugene Police Street Crimes Unit, SWAT, and Special Investigations Unit conducted a high-risk traffic stop near Shari’s on River Road. This was related to a case involving guns, drugs, and money. A search warrant related to this case was also served around 12:30 this afternoon at a West 7th Avenue address. 

 

There was a large police presence in these areas but there is no ongoing threat to the public from these incidents. We will release more details as soon as we can.
