At its June 26 public hearing, the Eugene City Council unanimously voted to adopt the 2023-2025 Biennial Budget for the City of Eugene with some amendments. This budget reflects work that has been underway since the fall to solve a $15 million General Fund gap over the upcoming two-year budget cycle and shift funding to provide ongoing support for urgent community needs. The adopted budget still has a significant gap that needs to be solved by July 1, 2024. The 2023-2025 Budget includes an $8.3 million revenue placeholder. The City Manager is working with City Council on ways to address the structural issue and consider alternative revenue options. It is likely that budget adjustments are still ahead.

“The adopted 2023-2025 budget is the first step towards a more sustainable future,” said City Manager Sarah Medary. “The past several years have been difficult for many city budgets, including Eugene, and this budget uses multiple interconnected strategies for an all-in approach that is intended to make immediate impacts.”

The new budget will go into effect on July 1, 2023. The adopted budget will be posted on the City’s Budget webpage when finalized, and the 2023-2025 Proposed Biennial Budget, approved Budget Committee motions, and other agenda materials are currently available. 

In addition to presenting a balanced budget, the budget document summarizes the City’s approach to sustainably fund City Council goals, City operations and emerging community issues while also maintaining a reasonable and responsible reserve for unforeseen circumstances.
